浙江大學學報獲國際卓越獎學術出版商獎項提名

3月14日，從倫敦國際書展傳來消息，浙江大學學報（Journal of Zhejiang University-Science，JZUS）與澳大利亞聯邦科學與工業研究出版社（CSIRO Publishing）獲國際出版卓越獎「學術與專業出版獎」類別提名。這是自2014年該獎項設立以來首家入圍的學術期刊，也是國際學術出版業界對中國學術期刊的認可。

英國倫敦圖書博覽會於2014年設立「國際出版卓越獎」，意在褒獎整個出版產業鏈上成就非凡的從業者，也是英國對國際出版市場上傑出企業與個人，及各種創新項目的認可。

中國大學學報有大約有1000家之多，浙江大學學報為何能夠脫穎而出，在國際化方面取得斐然成績？參加此次倫敦國際書展的中國出版商務周報的報道，也許能帶給我們一些思考和借鑒。

A Voice of Chinese Academic Journal

The winners of The London Book Fair International Excellence Awards were announced at a prestigious awards ceremony held on Tuesday 14 March 2017 at Olympia, UK. In its 16 Awards Categories, The Academic and Professional Publisher Award』s winner is OECD Publishing （France）; the shortlisted publishers include CSIRO Publishing （Australia） and Journal of Zhejiang University-Science （JZUS） （China）.

Not Just a Campus Journal

As Zhang Yuehong （Helen）, Chief Editor of JZUS introduced, there are roughly 5,000 STM periodicals in China, including more than 300 published in English. Around 1,000 are "campus" journals that mostly publish papers from Chinese universities. Zhang has had a dream that to run an international scientific journal that meets international standards. So in 2008, JZUS started using CrossCheck. Zhang says, it is inaccurate to describe JZUS as a "campus" journal. In fact, it is an international publication with a pool of some 26,000 referees from more than 67 countries. On average, 64.4% of its contributions come from outside Zhejiang University, Hangzhou, China, of which 50% are from more than 46 countries and regions. The editorial board is international too.

JZUS publishes articles in-press to avoid publishing delays, and identifies the "hot topic" or most downloaded articles to help readers identify trends and the best articles published. It allows post-publication comments, and has added Power Point summaries of each article to help readers use its content in their own presentations and ensure correct citation.

Rather than aiming for anonymous "international" status, JZUS is conscious of its roots, and celebrates the cultural heritage of China. Chinese cultural tokens are used to reward its reviewers, wherever in the world they are, in addition to the recent addition of Chinese language abstracts to increase usability to Chinese researchers.

Enhancing Text and Data Mining Tech

Since 2014, JZUS has collected and deposited CrossMark, ORCID （a persistent digital identifier for a researcher）, and FundRef （funder information） metadata for every paper, and displays them both in the web and PDF version.

JZUS recognizes that text and data mining （TDM） is increasingly seen as a useful method for analyzing large volumes of unstructured documents, which can meet the needs of researchers and support the innovation and development of new knowledge. Because of its participation in Crossref Text and Data Mining Services, researchers are able to text mine subscription content since 2015 accessed via Crossref and Springer"s Metadata API, provided the purpose is noncommercial research.

In 2015, aiming at persisting in anti-plagiarism and its high international peer review standards, Zhang Yuehong, worked with her two colleagues, posted a 2015 JZUS-policy online. The Policy, based on the ethical code and flow charts of the Committee on Publication Ethics （COPE） and their experience at Journals of Zhejiang University-SCIENCE A/B & FITEE, includes three sections: Forms of Plagiarism, Anti-Plagiarism Policy, and CrossCheck Workflow. This policy is available free at the official website of JZUS, noting that JZUS will strictly follow its anti-plagiarism policy, while CrossCheck will be used to check authors" submitted papers in order to identify unduly high levels of similar text, which gives rise to the possibility of plagiarism.

In 2016, Springer and Zhejiang University Press published two new books about JZUS respectively, one is Against plagiarism: a guide for editors and authors, which published by Springer, and supported by COPE （Committee on Publication Ethics）, the other one is Chinese Cultural Kaleidoscope, which published in Zhejiang University Press. Both books mark the academic achievements of JZUS in these years.

Focus on Service Rather Than Innovation

In the report of The Association of Learning and Professional Society Publishers, it commended that a good journal is the one focusing its activities on authors and readers. While it may not be developing truly innovative services, it is thinking about what they need and developing new ways of providing them.

Being nominated and shortlisted for LBF International Excellence Awards 2017 is a new progress of JZUS, Zhang Yuehong shows her gratitudes, saying 「We are very appreciated international nominators who recognize JZUS in academic publishing area!」

傳遞中國學術界的聲音

2017年3月14日晚，倫敦國際書展頒獎大廳，國際出版卓越獎16個類別獎項正式揭曉。在「學術與專業出版獎」類別，中國的Journal of Zhejiang University-Science （JZUS）與澳大利亞的CSIRO Publishing（Common wealth Scientific and Industrial Research Organisation，聯邦科學與工業研究出版社，簡稱CSIRO）獲提名，來自法國的OECD Publishing（Organization for Economic Co-operation and Development，世經合組織出版社，簡稱OECD）贏得正式獎。

真不是一個「校園」學報

正如JZUS總編輯張月紅介紹，中國大約有5000份STM期刊，其中包括300多份英文期刊，大約有1000份高校學報主要刊發中國大學的論文。張的夢想是，既然當時的歷史背景不能改刊名，就辦出具有國際水準的大學學報。如2008年，JZUS成為第一家使用CrossCheck的中國期刊，在國際上也是走在前面的。張說，將JZUS描述為「校園」期刊是不準確的，事實上，這的確是一個國際出版物。自2000年創刊以來，除了編委會國際化，來自超過67個國家約26,000多國際審稿人為其學術把關；其投稿的平均64.4％來自浙江大學以外，其中一半稿件來自中國以外的46個國家和地區。

2009年，JZUS實行預印版在線發表，減少發布時滯，開發刊文後的網上開放評議平台，以助讀者發現行業趨勢，點評好文章，批評學術不端，據此自動選出「熱點」或最高下載量的文章。2013年每篇文章上線PPT導讀，2014年載入中文概要，幫助讀者迅速了解研究價值和創新要點，使海內外華人讀者可以第一時間以母語解讀。另外，JZUS不滿足人云亦云的「國際化」的目標，挖掘「身邊的，就是世界的」的文化之根，以五千年的華夏文明對國際審稿學者表達獨具匠心的人文情懷，這在國際學術期刊界可謂僅此一家。

強化數字文本標識技術

2014年，JZUS接軌國際數字化標準，不僅對刊發文章標識了CrossMark（文本追蹤）、ORCID（開放研究和貢獻者身份標識）和FundRef（基金信息）等元數據。同時JZUS運用了Crossref的TDM（文本數據挖掘）技術，從2015年開始，非商業性的研究人員可通過Crossref和Springer的元數據API訪問JZUS的挖掘內容，此舉即滿足了研究人員從大量文庫中提取有用內容的需求，又體現了新技術的妙不可言。

2015年，基於國際學術出版倫理規範，國際同行評審標準，以及《浙江大學學報（英文版）A/B&FITEE》三刊的工作經驗，JZUS在線發布了期刊反剽竊政策。它包括三部分：剽竊的9種類型、編輯處理政策和CrossCheck的2個工作流程圖。這表明了JZUS嚴格執行政策、杜絕學術不端的辦刊態度。該政策已被歐美期刊評論並相繼作為培訓教材的樣本使用。

2016年，JZUS出版了2本新書，一本是由COPE基金資助，Springer出版的研究成果，書名為Against Plagiarism: a Guide for Editors and Authors（《反剽竊：對編輯與作者的指南》）；另一本是由浙江大學出版社出版，中英文版的《中國文化萬花筒-Chinese Cultural Kaleidoscope》，它見證了15年來JZUS對國際審稿學者傳播文化遺產的心路歷程。

聚焦服務重於創新

全球學術與專業出版協會（ALPSP）的報道中說，JZUS是一本好期刊，它聚焦為作者和讀者服務的理念，雖然它的有些技術不具有國際創新的標籤，但它正在思考學者需要什麼，並開拓新思路來實現這個目標。

2017年被提名LBF國際學術與專業出版者卓越獎，對JZUS是一個令人興奮的高起點，張月紅代表團隊由衷地表達了感激，說道：「我們非常感謝國際提名者認可JZUS在學術出版領域的努力！」
