The project involves development of anIntegrated and Multi-Modal Transport and Logistics Hub which includes anInternational Airport, Seaport and Special Economic Zone and will be situatedon three islands totaling about 2,980ha in Cavite, The Philippines.
The US$26,804 million project includes the following:
1. Construction of an airport to accommodate 90 million passengers per year

Background
The Philippine Global Gateway (PGG) isproposed at Cavite.
This project started in 2012 when ARRC was established by the shareholders witha vision to build a world-class airport facility that can accommodate passengertraffic well into the year 2050, and to build a first integrated sea port thatis accessible to inhabitants and business enterprises located in the GreaterManila area.
The special economic zone (SEZ) will provide a platform for industries to establishtheir manufacturing and processing plants that will allow them to operate in afreeport and logistics-friendly zone.
The development will be known as the Aquino-Sangley International Airport andthe Aguinaldo-Sangley International Seaport.
The masterplan was finalized late 2000 and was unveiled over 12 years ago inMarch of 2001. The plan and vision was abandoned by the Provincial Governmentof Cavite, and it was just freshly being referred by the government as theDevelopment of Integrated and Multi-Modal Transport and Logistics Hub.
ProjectDescription
All-Asia Resources and Reclamation Corporation (ARRC), isplanning to undertake the construction of Philippine Global Gateway in Cavite,The Philippines.
The project involves development of an Integrated and Multi-Modal Transport andLogistics Hub, which includes an International Airport, Seaport and SpecialEconomic Zone and will be situated on three islands totaling about 2,980ha.
- Airport (Rehabilitation of Philippine Air Force』s Danilo Atienza Airbase):The airport will be developed on a site area of 1,370ha featuring twoterminals, 3,800m runway with a width of 60m suitable to accommodate AirbusA380 and Boeing 747-8F aircraft, dual runway system. The airport would bedeveloped on a total floor area of 890,000m2 to accommodate 90 millionpassengers per year.
- Seaport (Referred as Aguinaldo-Sangley International Seaport): The seaportwill be developed on a site area of 240.6ha and is planned to be implemented asfive phases. The seaport features container and vehicle, general cargo andbreak bulk, dry bulk, and liquid handling facilities including total quay walllength of 3,680m, 3 Oil Berths, tank farm, road and bridge connection toMainland over 2,975m, 215,000m2 CFS Building, covered dry bulk storage facilityand administration and workshop buildings.
Seaport will be built in five phases. The phase I is scheduled to be completedby 2022, phase II by 2027, phase III by 2033, phase IV by 2039 and phase V by2043.
- Special economic zone (SEZ): The SEZ will be developed on 1,274ha of landfeaturing 3,395m road and bridge connection to the Mainland, buildings on305.7ha of land, internal road network between the Seaport and SEZ. It isexpected to be operational in 2022.
Grand Project Alliance Enterprise Inc., Solar Resources Inc and DomesticSatellite Phillipines were appointed as associated developers for the project.
Aexxell has been appointed as the stratagic and project management advisor,Ramboll as study consultant and planning advisor, Copenhagen Airports andHamburg Port Consulting as airport and seaport consultant for the proposedproject.
GMP will act as planner, engineer and architect, Deutsche bank as financialadvisor. SELEX Sistemi Integrati and Construcciones y Auxiliar de Ferrocarriles(CAF) as material, equipment and system partners, Royal Boskalis Westminsterand Van Oord appointed as the Reclamation technical contractor and HOCHTIEFAktiengesellschaft and Rizzani de Eccher S.p.A. as contractors for the project
In January 2013, the ARRC submitted letter of intent (LOI) to undertake theprojects to the Department of Transportation and Communications and the Publicrecords Act (PRA). In July 2014, ARRC has received mixed reviews on theproposed project.
In September 2014, Japan International Cooperation Agency』s (JICA) has starteda full feasibility study on the proposed project.
In November 2014, the government has revived the proposal for the conversion offormer United States naval station Sangley Point to an international airportand seaport which claimed to be long overdue in September 2016.
On October 29, 2016, Belle Corp has signed the shareholders agreement todevelop the project.
China Communications Construction Company (CCCC) has also signed an agreementto be as investor, contractor and financier for the project.
In November 2016, the Metropolitan Manila Development Authority (MMDA) hasexpressed support to the land reclamation project.
The project is under review by Department of Transportation (DOTr), NationalEconomic and Development Authority (NEDA) Board and other concerned agencies.Subject to the attainment of necessary approvals, construction is expected tocommence in 2017 and the entire project is scheduled for completion in 2043.
