3月22日，美國總統特朗普在白宮簽署了對中國輸美產品徵收關稅的總統備忘錄，這意味著美國率先發起挑釁。中國隨即發動反擊，中國商務部於23日發布了針對美國鋼鐵和鋁產品232措施的中止減讓產品清單，擬對自美進口部分產品加征關稅。

3月23日，華春瑩在例行記者會上談到中方是否會進行報復的問題時說「來而不往非禮也」，「我們會奉陪到底」。

美國決定對中國輸美產品採取限制措施的同時，美國白宮聲明稱，中國通過參與並支持對美國公司進行網路攻擊，以獲得包括商業機密在內的敏感信息。同時，通過限制外國公司知識產權許可等手段強迫美國公司向中國大規模轉讓技術。
