馬航MH17空難調查組公布4名嫌疑人身份

4名嫌疑人中，3人為俄羅斯公民，1人是烏克蘭公民。

19日，MH17空難聯合調查組在荷蘭海牙宣布，將對首批4名嫌疑人提起訴訟，審判預計將在2020年3月開始。俄羅斯政府一直堅稱與馬航MH17空難無關。

International investigators have accused three Russians and one Ukrainian of shooting down Malaysian Airlines flight MH17 in 2014, with the trial to start next year. Moscow has repeatedly criticized 「inconsistencies」 in the probe.

國際調查組已向2014年擊落馬航MH17航班的4名嫌疑人提起訴訟。審判預計將在明年開始。莫斯科一再批評調查中存在「前後矛盾」。

2014年7月17日，馬航MH17航班由荷蘭阿姆斯特丹飛往馬來西亞吉隆坡，途中在烏克蘭靠近俄羅斯邊界地區墜毀，機上298人全部遇難，其中包括196名荷蘭人。

空難發生後，荷蘭、澳大利亞、比利時、烏克蘭和馬來西亞組成聯合調查團，對事件展開調查。2016年9月，調查團發布報告，認定馬航MH17航班被一枚「山毛櫸」導彈擊落，導彈在烏克蘭東部一個親俄武裝控制的村莊發射，其發射系統來自俄羅斯。

The Joint Investigation Team (JIT) said it would issue national and international arrest warrants for the four suspects. Three Russians, Igor Girkin, Sergey Dubinskiy and Oleg Pulatov, were named, along with Ukrainian Leonid Kharchenko.

聯合調查組已經對4名嫌疑人發出逮捕令。他們分別是俄羅斯公民Igor Girkin， Sergey Dubinskiy, Oleg Pulatov以及烏克蘭人 Leonid Kharchenko

3名俄羅斯籍嫌疑人曾為俄情報人員，另一名烏克蘭籍嫌疑人曾在烏民間武裝成立的「頓涅茨克人民共和國」擔任「營長」。

According to investigators, Girkin is a former colonel of Russia"s Federal Security Service (FSB), Dubinskiy was employed by Russia"s military intelligence agency GRU and Pulatov was a former soldier of the Russian special forces, Spetsnaz-GRU.

根據調查人員的說法，Girkin曾經是俄羅斯聯邦安全局（FSB）上校，Dubinskiy受雇於俄羅斯軍事情報機構GRU，Pulatov曾是俄羅斯特種部隊Spetsnaz-GRU的士兵。

Ukraine"s Kharchenko had no military background, but is believed to have led a combat unit in Donetsk in July 2014.

The investigators allege that the four people were responsible for bringing a Buk launcher into Ukraine from the Russian territory and using it to shoot down flight MH17. The probe noted that the tragedy may have happened by accident, with the rebels believing that they were targeting a Ukrainian warplane. That, JIT says, does not make the crime any less serious.

調查團指控四人涉嫌負責將擊落馬航MH17航班的「山毛櫸」導彈從俄羅斯運入烏克蘭。但是調查組也表示這個悲劇可能是個意外，嫌疑人可能把MH17航班誤以為是一架烏克蘭戰機。但是認為，這並不能減輕他們的罪責。

Investigators said they would not ask for the suspects to be extradited because the Russian and Ukrainian constitutions prohibit extraditing nationals, adding that the accused will be tried in absentia if necessary.

調查人員指出，由於烏克蘭和俄羅斯法律均禁止向境外引渡本國公民，荷蘭當局不會尋求引渡4名嫌疑人。但是無論4名嫌疑人是否現身，案件審理都將如期舉行。

Russia called regrettable the 「absolutely baseless」 accusations made by the international investigation into the downing of Malaysian Airlines flight MH17, which said the Russian military was involved in the incident.

俄羅斯對聯合調查結果表示遺憾，稱國際調查組指責俄羅斯軍方參與了馬航MH17墜毀事件是「毫無根據」的。

The JIT said the individuals, who were fighting on the side of the rebel forces in eastern Ukraine, received a Buk surface-to-air missile from Russia, possibly provided by the Russian military. The Russian foreign ministry said such accusations 「deserve only regret.」

調查組認為嫌犯支持烏克蘭東部叛軍，並且從俄羅斯獲得的山毛櫸導彈很可能是由俄羅斯軍方提供的。對於這一說法，俄羅斯外交部表示「只能深表遺憾。」

That includes declassification of military data on the Buk missile, publication of radar data and an experiment conducted to show the exact effect that the projectile has on a plane cockpit.
